I have found the problem: it seems to be a bug in MonoBook.php.
<?php } ?> was put after the </div> closing <div id="p-search"
class="portlet">,
it should have been put at the end of the </div> closing <div
id="p-lang" class="portlet"> instead.

There's no setting which would cause that to disappear, afaik.
Have you customized your MonoBook.php? Compare it to the original, and
restore
the missing sections.
