Election administrators with access to voter IP addresses, as per our
access to nonpublic data policy, must be validated by WMF (proof of
identity and age of majority). Robert just sent a list of people who
have been validated, whose accounts can be created immediately. We may
indeed need more volunteers later, and hopefully we can add them in a
batch if needed.

Regarding translations, if I understand you correctly, these also are
intended to be posted by people with SPI accounts and permissions. Can
they perhaps be done through the Meta SecurePoll interface and then
distributed both to other Wikimedia wikis and to SPI? That way we
could just give lots of volunteers permission to post translations
without worrying about access to nonpublic data.
