[Labs-l] Reimplementing account expiries

YuviPanda once said this sagely: the wiki way is to give everything to
everyone, and take it back if they start abusing it.

So I like the proposal in T132431#2979483 focusing on a particular
tool/user that has caused problems. I do not like everyone punching in "I
am active" every 6-months.
