[Engineering] Ownership of Selenium tests

Hi,

TLDR: I need this table populated: https://phabricator.wikimedia.org/T134492

This is my final reminder. Following repositories do not have owners, and
their daily Selenium Jenkins jobs will be deleted in the next week or two
if nobody volunteers.

mediawiki/extensions/CentralNotice
mediawiki/extensions/GettingStarted
mediawiki/extensions/PdfHandler

For the current list of repositories and owners please see T134492. If you
would like to become an owner of a repository, or you know who should I
