This person has also been vandalising other websites. I know for a fact
that he vandalised
and, this is his idea of fun. So if
you really want to hurt him involve the police and his ISP.
One trick that works is by identifiing the URL that he uses as a SPAM
page which it actually is and record it on *meta:Spam blacklist

I believe we have one person who already created three user accounts
to come and vandalize Wiktionary with his disgusting goatse.cx image
(I'm sorry I have to bring that up again. He does other stuff as well,
which we can easily turn back, but these images are over the top). Is
there a possibility to find out from which IP-addresses this person is
coming and to block him that way? Since he creates user accounts, all
we can do is to ban him, which is utterly ineffective since he can
easily create another user account. I don't think there is a way for a
moderator to find out what the IP address is that a logged in user is
coming from, or is there? This is usually not necessary. If you do
investigate it, maybe it's a good idea to check whether he is active
on other Wikimedia projects as well.
