It is already the case! Thankfully there is DS-Lite which let you
transport v4 over v6.
CPE is v6 only on the WAN side, if an IPv4 packet is received on LAN
side it is send in tunnel ending up in a big NAT device (on the ISP side).
Makes sens since you have a small pool of v4 address, the solution is
easy to implement as long as your end user does not host any services
(most internet users anyways).
