I think it's very important to remember that MediaWiki is a product
which is used in thousands of installations across the world, to power
the collaborative editing and information sharing needs of a wide
variety of organisations, from fan projects to schools, colleges and
universities, to whacking great big, well-known companies such as
Intel and Novell.
With that, I think it's imperative that the software does not rely
upon CSS or JavaScript to do anything "important" with respect to
content and the page overall, in other words, skins would have to
degrade gracefully.
