It would be a nice thing..but I don't think it will be needed on
wikimedia wikis..
This is the main reason I am asking here, it could be enabled via a
simple configuration option, e.g. $wgEnableOnlineMaintenace = true;
(by default false). If this would not be accepted into the main
codebase I would write an extension instead.
Won't it time-out if used from the web?

The php timeout can be increased via a built in MediaWiki function.
