O.k., then, I think you are right. Most changes to policy pages will
not be material changes. Often, they will be changes to reflect a
change in current practices that has been tried and tested over a
period of time. That is, the policy pages will usually lag actual
consensus.
I'd just suggest that if anyone thinks that changing policy _pages_
actually changes _policy_, they're mistaken. I don't think the
majority of regular contributors even look at those pages very often.
