Hoi,
Historically we have allowed extinct languages to have Wikipedias. There is
little reason to deny people from having a Wikipedia in yet another dead
language when we have projects in other dead languages. NB Latin is not a
dead language.
When content is written in an extinct language, it helps people exercise
their ability of that language. Neologisms however are not what we want to
see in projects in such a language. It is for this reason that that a user
interface in such a language is not a good idea.

We insist on a localised UI because it makes it easier for the
intended users (ie. speakers of the language) to use the site. Who are
the intended users of a Wikipedia in an extinct language? Wikipedia
exists to spread knowledge, how does a Wikipedia in an extinct
language further that aim?
