In the configuration used on Wikipedia, bureaucrats can only do the following:
* set sysop
* set bureaucrat
* set bot
* remove bot
And in particular, they cannot remove sysop/bureaucrat flags.
If the community wants to revoke someone's rights,
they're supposed to ask a steward. (and preferably not one involved in
the project)
On the other hand, in the default MediaWiki configuration,
bureaucrats can set and remove any flags they want.
