Great question. The answer is that there are, generally speaking, (and
David people correct me if I am wrong because you are much better informed
of this then me) that there are no geographical based scholarships
available by the Wikimedia Foundation. However the scholarship team does
try to give some thought to geographic representation but I believe it is
not the first priority. What they are most interested in is how serious you
are as a member of the Wikimedia/Wikipedia community.
So you, Rossouw, are in a pretty good place because you can point to both
your editing contributions to Wikipedia in addition to all the great
volunteer work in community outreach you have done by participating in and
helping out in a number of edit-a-thons in Cape Town. You can also point
out that you initiated the heavy metal edit-a-thons in addition to helping
out with other edit-a-thons including the Art+Feminism ones. You can also
point out that you are a member of the organising team for Wikimania 2018.
Those three points should win you a good number of points in the
scholarship application. In addition to any others you might have. You
could also point out that you are an active member of volunteer of not one
but two geographical Wikimedia communities, both South Africa and Namibia.
I hope that gives everyone some idea of what the committee is looking for.
