Here are the numbers, I'll update the bid page with them now:
Main Hall: 500
Assembly Room: 200
Old Library: 120
Council Chamber: 105
Long Room: 70
Court Room: 43
St. Aldates Room: 40
Plowman Room: 30
Panel Room: 30
And then 3 other smaller rooms, and 1 not suitable for presentations.
So the main hall is big enough (just) and there are probably enough smaller
rooms.
I originally investigated it purely for its main hall, as many university
buildings can provide lecture theatres in the 50-300 range, (e.g.
Examination schools, colleges, department lecture theatres), but few
university buildings can accommodate 500 (except the Sheldonian, which at
1500 odd if anything is too big for our purposes). Using university
buildings is certainly still an option for the break-out sessions though as
I imagine short walks between lectures would be acceptable, but I guess if
we could fit everything into the Town Hall that'd be pretty convenient.
I haven't re-established contact with the OII and Balliol yet, so I don't
know to what extent they'd be able to get us cut price university lecture
theatres.

I got an e-mail from Oxford's Lord Mayor today
saying it was "an exciting
idea" and she'd "make enquiries about how we can help", so we may
perhaps
be
able to get Oxford's town hall at a very reduced
rate, were we to go with
an
Oxford bid. I'll keep you informed.
That's great news. Is the town hall suitable? The requirements say:
"The venue must have seminar/conference rooms that can hold up to 100
people and no less than 30 people at one time for the sessions. It
should provide at least one main hall that can hold up to 500 people.
Count on having around 5/6 simultaneous tracks in the program. (i.e.
the venue must accommodate 500 people at any time in 5/6 rooms)."
Oxford's town hall is probably bigger than most, but will it satisfy
those requirements?
