You may be right on the first count, we'll see when I meet with them. On the
latter I think it would be unwise to do it over the heads of those I've
already contacted, but perhaps if they are sufficiently enthused and we'd
OK'd it with them (or better still got them to do it) then it might be
acceptable (and useful).

It is likely that the OII would have greatly reduced rates for holding
conferences, it may even be worth getting in touch with the vice chancellor
of the university.

The OII itself doesn't have a museum, if that's what you meant. Balliol
has
assorted paintings (particularly portraits) some by
vaguely notable
artists,
some of vaguely notable individuals. And the
university itself has many
internationally important collections (the Ashmolean, the Pitt Rivers, the
History of Science Museum). But I'm not sure any of them particularly need
any more attention than they already get. They would no doubt be very
happy
to have a complete digital record of their collections
(if they don't
already have one), but because of the modular nature of the university it
wouldn't help us a great deal. (Making a museum curator happy wouldn't
help
get us facilities. The Natural History museum is the
only one with a
lecture
theatre off the top of my head, and it's not that
big.)

I
think we just have to present the case as
compellingly as possible. I'm
going to go through lists of past speeches to draw up a list of talks

Do they have any museums or collections they would like attention
drawn to? We could probably arrange for some commons people to a mass
photo and upload session.
