Hi James,
501(c)(3) status isn't a prerequisite for registering as a charity in WA.

Hi all,
Cascadia Wikimedians is currently registered as a nonprofit in
Washington State.
Our next step for fundraising purposes will be to
register as a "charity" in Washington State. We have started this process
with a request for relevant records from the state Attorney General's
Office. After we receive a reply from the AGO, we can complete the
remaining steps to become a charity under state law. Charity status will
allow us to conduct fundraising activities among the general public in
Washington State.
Further down the road is our 501(c)(3) application. We have requested
grant funds
for the IRS filing fee and for the professional services of an
attorney or CPA to assist us with this process. Hopefully we will complete
this process in 2016.
Please let me know if you have any questions.
Full speed ahead,
Pine
