I've made a bit of a suggestion as to what I think
the limits / framework
of a merger could look like, with non-peer-reviewed content moved to a
specifically marked 'pre-print' section, (maybe some integrated into
wikivoyage).

I think Philip may submit many of his articles to WikiJournal of Science.
Theoretically he may submit his articles to WikiJournal of Medicine too,
but I'm not sure any of his articles are really up to standards. I think
WikiJournal of Science, on the other hand, may be more permissible during
startup. I think he would be of benefit mainly in the editorial board of
WikiJournal of Science, but similarly to the policies of the medical
journal, he should participate in the processing of his own articles as
author only.

I think Philip needs to choose whether he primarily wants to be an author
or an editorial board member of a wikijournal, because it would be an
obvious conflict of interest if he was both.
We also need to to know what Philip is willing to do with the
wikijournal.org domain. If he doesn't want to donate it, I think it's in
order to apply for a Wikimedia grant to buy it from him for perhaps $300,
which I think is in the order of what he payed for it.
