We do, [[Wikipedia:Requested articles]]. I would expect that a link
will be included in whatever text shows up when an anon tries to create
a page.
I've added links to [[Special:Userlogin]] and [[Wikipedia:Requested
articles]] to [[Mediawiki:Nocreatetext]].
