Yeah, but if we can slow one group down, all the better. At least with
the long-time wikipedian uploading a ton of improperly tagged images
you have someone you can open a dialogue with. With the majority of
images not tagged, or tagged incorrectly it seems the people never
come back, or change the image info at all.
Image copyright is one of the hardest areas for some people to get,
especially people who are new to the entire concept of US copyright
law, a little time to read policy and the reasons behind it can't be a
bad thing.

That is one major group. The other is individals who stay around but
upload insane numbers of problem images.
