Well the problem is that it often hits other editors using the same IP
disproportionately. On the other hand, if we stopped autoblocks altogether
then I think people would simply take advantage of this to perform
logged-out edits if blocked.
I've had a possible solution for some time--permit logged-in edits on the
same IP, but not non-logged-in edits. But because this in its turn is an
imperfect solution that could be exploited in its own way, I have dithered
over incorporating it into the CVS tree.
