I think that many are concerned about articles created about things
that don't exist yet and for which not much in the way of plans have
been released, and feel that the right time to write this article
would be when more information is available.

If "not much in the way of plans existed" then I'd say sure, it's
still speculative.
Carnival and the builder certainly have more detailed plans than that;
having the passenger count and the tonnage indicate that they know
what they're building very precisely (as an actual ship build "order"
would imply... one doesn't order "about like this"...).
If we take the flip side of this, we have large articles for the
[[Airbus A380]] and [[Boeing 787]] jets, and the [[Airbus A350]].
Exactly one of these designs (A380) has flown, and due to wiring
design snafus it will enter service around the launch date of the
unnamed Carnival ship. Exactly one of them has any flightready
hardware (A380), though the initial components for the first 787s are
in production now. The A350XWB hasn't even had its industrial launch
yet, so in a sense it's not as far along as the unnamed Carnival ship.
The right time for an article is when the object reaches notability
and is no longer a crystal-ball projection. These ships, on order,
with plans agreed to between the builder and Carnival, are no longer
crystal ball projections, and are clearly big enough to be notable.
