Substub it unless you want to insert the substub into the author's
page; substubs are acessible to everybody for editing, and besides,
many people who wouldn't dare create an article because the
responbsiblity or effort is just too much would be perfectly happy to
add a sentence to the article or summarize some of the contents of an
ext. link.
