It was trying to deal with editors like 172 which made it that way. Freedom
to do whatever he wanted made it difficult to edit for many other editors
and resulted in biased articles in important areas.

I do think 172 has a point about the dangers of becoming a
rules-bound, process-bound culture. The complexity of the Wikipedia
process has grown incredibly in the last year or so.
