I'm still not sure why that is. Personally, I find doing that is a bad idea.
I can't speak for the rest of you If Wikipedia didn't permit editing
by anons I never would have started and If I had to go ask permission
to upload I probably never would have uploaded...
Actually, the friction of figuring out the uploading procedure
(tagging, commons, policy, etc) resulted in me asking someone else to
upload my first image submission ([[Celesta]]). At the time I had
many hundreds of edits as an anon, I had an account I had recently
opened, and I was already operating another Mediawiki wiki, so I
understood uploading technically.. What I wasn't comfortable with was
policy.
I am strongly in support of taking action to reduce the amount of
copyright outrageous violations that we get... But I think it would
be self defeating to implement any policy which discourages real
contribution. There must be some solution which simultaneously
curtails copyright violation (or at least its impact) and encourages
contribution.
Our challenge is to find that solution.
