Doubtful. Historicaly most encyclopedias have not been NPOV.
Historicaly going back a ways; fairly neutral POV has been the
standard in the last 50 years or longer. I think it's reasonable to
claim that NPOV is part of modern encyclopedic, as modern readers
should be familiar with.
