It
wouldn't artificially discourage people from making legitimate
complaints for fear that they too would be penalised or at a minimum
tempbanned from editing an article until the hearing is complete.
Is there any evidence that this has actually happened in the past?
Certainly requests for arbitration appear to come thick and fast. I am
not aware of a legit complaint not having been made out of fear.
I think it is more the case that people have gone to arbcom and not
obtained quite the result they expected.
