Editors that repeatedly add them should be blocked for being

External links are often problematic.
It seems likely that the ones you refer to do not add useful
encyclopaedic
background to wikipedia. Stuff that isnt references needs to be
looked at
very carefully. There is lots of link spam.
I dont see that this needs a specific policy.
