Being relatively new here (started in November), this may be a dumb
question:
Could it be that most folks in North America with cable or DSL internet
do not have a fixed IP address?
Unless I'm mistaken, customers with Rogers Communications cable
broadband in Toronto are randomly assigned IP addresses in the range
from 66.185.80.0 to 66.185.95.255 every time they log off and re-log in
to the system.
Could it be possible that this is the case here? The person may be using
a temporary IP address that once belonged to a vandal or troll. And the
new IP address for each power-up and reconnect to the NET could account
for this user's seemingly sporadic nature of the ban.
Or am I totally off base?

I quickly scanned through his contributions, and there are
quite a few. Some of his new articles had a leftist bias, and

vandalism. Some of his edits might be a little weird, though.
But, if he was really banned 4 times already, I probably
missed something.
