Wikisource is the correct place for uploading within the Wikimedia
universe. In order not to reinvent the wheel, collaboration with
existing open law projects (maybe OKFN working group on that subject
http://blog.okfn.org/2013/10/15/open-legislation-working-group-relaunched-a…)
might be time well spent.
