In the dir C:\easyphp1-7, look for php-cli.exe or php.exe if that doesn't exist.
If there is a PHP subdir, check that first.
if there is a "apache/bin" subdir, check that next.
Which ever program you find first is the one you should probably use
as the PHP executable
eg:
set PHP_EXE="C:\easyphp1-7\php-cli.exe"
C:
cd C:\easyphp1-7\www\mediawikibeta33\maintenance
%PHP_EXE% rebuildtextindex.php
I use XAMPP, not EasyPHP, so I don't know the directory structure
If after finding the exe and following Rowan's instructions, it still
doesn't work, come back to us with the error details.

how to run the rebuildtextindex.php. I tried implementing it in the run_once
in LocalSettings.php, but the error returned said I had to run it from
command line.
1) Create a copy of AdminSettings.sample called AdminSettings.php with
the database user and password filled in.
2) Locate, install, or work out how to execute your command-line PHP
program. [This sounds vague, because I've only ever done this under
Debian GNU/Linux, so Windows XP is likely about as different as is
possible]
3) Execute `php rebuildtextindex.php` in a command shell, or something
equivalent.
I hope this at least points you in the direction of what you're aiming
to do; sorry I can't be more specific.
