Well yes, and no.
"All your bug are belong to me" certainly isn't gramatically correct
English. However, I expect that the phrase is intentionally wrong.
It's a parallel of the the phrase "All your base are belong to us"
which is a phrase which became an internet phenomenom some years back.
It seems to have come from a badly translated Japanese video game
called "Zero Wing."
