Yes, that was the problem! When the instructions said to move it to the
parent directory, I thought that meant the website home directory. My
problem is fixed, thank you very much!

Did you move the LocalSettings file?
Was the LocalSettings file created?
If not, check the folder permissions.
Perhaps you moved the file to a different place?
