I found in DefaultSettings.php

$wgEnableUserEmail = false;
So I will set this to true in LocalSettings.php!

In the toolbox a bit down on the left (at least in the skin I use) while
looking at the User: page, where the "What links here" and "Related
changes"
are, there's also "User contributions" and "E-mail this user".
I've never used it myself, I think, but I would bet that's where to click.
