I'm currently trying to use the api to give me a url to a requested
resized image on my wiki.
However, the system is currently only giving me a relative url, not a
complete one. The attribute "thumburl" in the ii tag on this page is
relative.

I'd like the thumburl to be complete, as in this Wikipedia page

What setting to I need to alter in order to canonically bring this change about?
I'm using Mediawiki 1.15.1
