Still "on hold" is probably (and sadly) the way to go.
The status "on hold" is designed exactly for such examples: A valid
living language system which presently doesn't fulfill the minimums
for having a useful and living project (or it doesn't have
bureaucratic requirements, like ISO 639-3 code is).
