I had a sort-of-similar requirement (wanted articles editable only by
logged in users, but to allow comments to be left on talk pages by
anyone including anons).
You have to edit the source to get this functionality though. See:

It works for me, and maybe you could use something like this to get
what you want? I agree it would be nice to have broader access
countrol functionality included in MediaWiki out-of-the-box.
