Maybe it would be best to set up a user permission. It could default
to everybody but be configurable, so that only
sysops/autoconfirmed/etc. could upload them. IIRC, on Commons there's
a huge queue of images from Flickr that need to be reviewed by sysops
to ensure that their license as labeled is actually correct, so they
might want to restrict this easy-upload to sysops only.
You probably also want to review your naming of global configuration
variables, and make sure that there won't be any possible ambiguity
later. Also consider where the MediaWiki namespace can be used
effectively to make things more customisable for the administrators.
