The page MediaWiki:monobook.css is part of the "MediaWiki namespace" -
a part of the database where each page represents a part of the
interface which can be customised, with any user with "sysop"/"admin"
rights able to edit them just like a normal wiki page. See
http://meta.wikimedia.org/wiki/Help:MediaWiki_namespace
If mediawiki:monobook.css doesn't exist, just create it; it will be
included after the basic skin files you've found, so should override
them. Just copy and paste the code into it from the French or English
Wikipedias, and experiment. (Beware caching issues; see
http://en.wikipedia.org/wiki/Wikipedia:Bypass_your_cache )
