I could be wrong, but I don't think that the ISO-8859-1 super-ASCII
characters are very common in the Wikipedia. People would probably
prefer to make the required changes themselves rather than not have an
editable Wikipedia for a few days. Also, bots could help.
That's kind of a haphazard non-method, but the longer we wait to do the
change the bigger the change is going to be, and the more users it will
affect.
