We *COULD*, but it would be rejected by some browsers. Some browsers
don't allow cookies to be set by one domain to be used by another.
This also leads to the next question:
If
wikimedia.org sets the domain for a cookie to
wikipedia.org and the
browser DOES acceept the cookie, will the cookie ever be given to
wikimedia.org by the browser?
And the answer here is "no". The
wikipedia.org cookie would only be
included in the HTTP request for pages in the
wikipedia.org domain,
even if
wikimedia.org set it in the first place.

No, that
wouldn't work very well. Cookies are domain-specific, and so
people need to be on the wikipedia domain so we can set a
.wikipedia.org cookie.
Are you sure
wikimedia.org can't also set a cookie for the
wikipedia.org
domain?
