True enough, but this may be discriminatory against citizens of the 
Third World.  In the West an entry could read: "John Smith lived at 
''this'' address in New York City from 1933 to 1938.  In 1937 his 
telephone number was changed from "xxxxx" to "yyyyy".  Source NYC
