My criterion is simple: is there enough independantly verifiable
information available on the person in order to make an article? If
there is, then the subject is notable. If there isn't, the subject
isn't notable.
This is also what Wikipedia policy says.
Great! I'm glad to see that I can include a biography of Erwin G. Ward
of South Weymouth, MA. He was a stamp collector whose obituary appeared
in the "American Philatelist" for December, 1920. :-)
