So what makes an article on one person

I think the same, but there is a very complex pseudo-science about
"what/who is notable and what/who is not". On (English) Wikipedia, of
course.
So, the idea is to start a wiki about every person in the world. First
of all, biographies of "notable persons" would go there (just copy).
After that all people would be able to write about themselves, their
family, relatives, friends.
Of course, there should be some way to check variability, but I am
sure that it can be solved.
Well, if "biographies of "notable persons" would go there (just
copy)", then you're proposing a fork of Wikipedia. And while it may
be unlikely to convince people to put articles about less famous
people in Wikipedia, I think it's even less likely that Wikimedians
are going to allow a fork.
