I think you are talking about different things. DICT
is a dictionary
format of another GPL software
http://freedict.de/
It is also on
sourceforge.net.
And it is the basis for this online dictionary:
http://www.dict.org/bin/Dict

Me too... I started both [[w:en:DICT]] as well as [[w:en:Freedict]]
(which wasn't mentioned yet in this discussion). I wrote wik2dict, a
tool to convert Wiktionary into the DICT format, so I know some of the
gory technical details.
As far as I understood we were both talking about the same thing.
I just mentioned DictionaryForMIDs, and most of them are currently still
based on Freedict. However, I want to spend some time trying to set up
versions with Wiktionaries and Wikipedias...
