it: has about 8,000 articles about italian administrative regions, kinda
like Rambot entries. pt: has recently added the same 8,000 articles.

Interwikis are being added to some of these articles. So there are lots of
articles with interwikis between it: and pt:, but no other wikipedia. For
example:
