[Wikipedia-l] language inheritance

Hello,

Mark asked to change some language inheritances. So instead of
defaulting to english we have:

ab: av: ba: ce: & kv: inherit ru

ii: & za: inherit from Zn_cn

Note, avar already did:
 qu: gn: and ay inherit from es
 ty from fr
