I'm not arguing for or against the banning. I'm just asking because 
there has been some confusion about it on the German list.

A few days ago I took a look at the archive of wikiEN-l. All the 
discussion about banned users comming back under new accounts frightens 
me a lot. It's not those users, but the impact which the suspicions have 
on the community. And the frustration.
