Line breaks shouldn't be used. The smallest break is a paragraph break. 
There is no such thing as a "half-paragraph" break.

However, if you find paragraph breaks leave too much blank space, this 
could be changed in the Wikipedia stlye sheet so all para breaks are 
smaller.
