[WikiFR-l] Wikiquote and its charter

There is a request to start again the french speaking wikiquote.
The number of supporters and the number of interested volunteers is 
likely to be sufficient to start that project.

The current request is listed here

For the little story, the french wikiquote was closed in the past due to 
a very large database copyright violation 
(http://meta.wikimedia.org/wiki/Wikiquote_FR).
After much discussion, the preferred solution was to wipe entirely the 
database and to identify a couple of mandatory rules to respect for any 
re-opening of the project.

I would presume this is enough to re-open the project. If there are 
comments against to be made, please do now.

HOWEVER... I would be happy that we take the opportunity to launch a 
little brainstorming on which we agreed during the board retreat.

Several projects were opened without a very clear outline of what the 
project should be (or not be). And when one looks at 
http://en.wikiquote.org/wiki/Wikiquote:Wikiquote (category, in needs of 
revision), it seems a little bit of clarification would be welcome.

I'd like to see a charter being developped to explain
* What wikiquote is
* What it is not
* Licence(s)
* Basic rules to follow as participants
* etc...

And once something decent has been outlined (on meta for example), to 
have it translated. Any new language starting such a project should have 
it translated on meta before the new wiki is created.

Does that sound feasible ?

Un nombre à priori suffisant de personnes sont d'accord pour approuver 
la réouverture du wikiquote en français, et suffisemment de personnes 
sont prête à participer.

Pour la petite histoire, le wikiquote francophone fut fermé début 2006 
pour une large violation de copyright (base de données)

Après moult discussions, il fut décidé d'entièrement supprimer le projet 
et sa base de données, et de préciser des règles à suivre en cas de

CEPENDANT, je voudrais prendre l'opportunité de déclencher un petit 
brainstorming sur la notion de charter (discutée durant la "board retreat").

Plusieurs projets ont un peu été ouvert à la va-vite, sans claire 
définition de leur objectif ni des règles de base. Il n'y a qu'à 
regarder http://en.wikiquote.org/wiki/Wikiquote:Wikiquote (categorie, à 
réviser).

J'aimerais bien qu'une charte soit développée et explique clairement
* Ce qu'est Wikiquote
* Ce qu'elle n'est pas
* Inclut les règles précitées et autres règles basiques
* Licences
* Règles de participation
* etc...

Une fois écrit (sur meta par exemple), le traduire. Toute nouvelle 
langue devra le traduire au préalable sur meta avant que le wiki soit crée.
