Not at all. Ever hear of the term [[Loyal opposition]]? Same idea.

Even if the idea of a loyal opposition is irrelvant, there are a lot
of admins, and it doesn't take all that many to enforce Arbcom
decisions in the absence of wheel wars- heck, Arbcom alone could
account for a good deal if they absolutely had to.
