If any administrator has already misused this "with edit contents"
capability to obtain the contents of a hidden revision that was
properly removed and publish those specific contents there, then do
exclude that administrator from the initial set of administrators with
the capability.

This seems very unlikely at present, since it's only been available to
a limited set of administrators.
